Two things line up. The platforms pay for short vertical video on published terms, and the cost of making one video fell to minutes.
YouTube pays Shorts through the Partner Program

TikTok pays for videos over one minute
The Creator Rewards Program asks for 10,000 followers, 100,000 video views in the last 30 days, age 18 or over and a personal account in good standing in a supported country. A video earns only if it is original, longer than one minute and clears a qualified-view bar. Checked on TikTok's Creator Rewards Program pages, September 15, 2026.
Read both sets of thresholds again and notice what is missing: neither asks who is on camera. They are view counts and upload counts, which is exactly what one person with a template can move.
What changes on February 1, 2027
Two dated changes are already published, and the first reshapes faceless Shorts economics.
The Shorts ad share stops being a one-time unlock and becomes a monthly test. YouTube states: "Starting February 1, 2027, to be eligible to earn a share of Shorts ad revenue from the Creator Pool and YouTube Premium revenue for each month, you will need to have at least 10 million qualified Shorts views in the last 90 days." The count is measured over the 90 days ending on the 15th of the month before the month being paid. Plainly: from February 2027 you need 10 million qualified Shorts views every rolling 90 days to keep earning Shorts ad revenue. A channel that hits the threshold once and then slows down stops earning.
From the same date, Shorts ads targeted at small groups of five channels or fewer pay out directly: "creators will keep 45% of the net revenue from the specific ad," on top of the Creator Pool.
There is also paperwork. "Starting February 1, 2027, we are introducing updates to the YouTube Partner Program (YPP)," and you must "review and accept the updated terms in YouTube Studio by January 31, 2027" to keep fully monetizing. The caveat that cuts the other way
On July 15, 2025 YouTube renamed its repetitious content policy to inauthentic content. It does not monetize "AI-generated content made with generic or unoriginal templates giving the impression of mass production without adding the creator's original, authentic insights or perspective" (channel monetization policies, checked September 15, 2026). Volume with no point of view is the failure mode. Pick a niche you can have an opinion inside.
